Is Real-Debrid actively blocking certain datacenter IPs now?

I run Kodi on a travel router that defaults to an Oracle Cloud VPN endpoint I set up. For the past three days, Real-Debrid links fail to resolve, but the moment I turn off the VPN and use the hotel Wi-Fi directly, it works perfectly. Did RD change their VPN policy?
